we need to update the form input field UI as the questions get truncated both in empty and filled fields

@bosko-m This could be fixed by following the form design in the non-proposal area of GovTool. However, the best fix is using the Wizard that Bojan designed. We need to know what the priority of this issue is, so I can get the correct design files. Also, I think this is a duplicate of another issue, I will try and find that.
