Add Fixed Top Banner for GovTool Maintenance Notice

Description

Implement a fixed top banner in the GovTool app (as shown in the provided screenshot) to inform users about the upcoming end of GovTool maintenance due to the lack of funding in the 2025 Cardano budget.

Banner Content (Expanded by Default):

• Title: ⚠️ Govtool Maintenance Ending Soon
• Message:
  Govtool has not been included in the 2025 Cardano budget.
  Unless alternative support is secured, maintenance will end in June 2025.
  We remain committed to transparency and will keep you updated.

Behavior:

• The banner is expanded by default when the user enters GovTool.
• User can collapse the banner (with an arrow or – icon).
• When collapsed, only the title is shown:

  ⚠️ Govtool Maintenance Ending Soon

Acceptance Criteria

• A fixed banner appears at the top of the page with the specified message and styling.
• Banner is expanded by default on page load.
• Users can collapse the banner (e.g., with an ˄ or – icon).
• In the collapsed state, only the title text is shown.
• Banner remains accessible and does not interfere with app functionality.
• Works responsively across screen sizes, including mobile.

Using the word "Maintenance" is not correct, unless we have money for servers for the future. It sounds like GovTool will continue to run, but won't be updated/maintained. This will give users the message that everything will continue to run as it is, and this is not the case.I propose:

Title: :warning: GovTool Is Shutting Down
Message:
GovtTool has not been included in the 2025 Cardano budget.
Unless alternative support is secured, services will end by 30 June 2025.
We remain committed to transparency and will keep you updated.
