Add option to quantize DateTime/DateTimeOffset

I've encountered problems with round-tripping DateTime values with fractional seconds, because on the JavaScript client side it's likely that they'll be serialized without the fractional part. Consider a configuration option (or attribute?) to tell the serializer to quantize the value to whole seconds. Also consider this WRT EnableFilteringAttribute, filtering on a particular DateTime may not work as expected.
