I don't know if i'm stupid or I'm blind but i can't find a recipe for custom chemical disk.
Should there a recipe or is this a bug?

I believe it's an creative item. You can use /give @p storagetech:custom_chemical_storage_part{partvalue:69420} to give yourself one.
Modify the value of partvalue to create a storage part with custom capacity.
