CameraViewer in JS with electron and nodeJS

A new release of this tool is under construction. @rperezgonz has developed a new release using electron and nodeJS. Main features:

1. This release uses our Comm library and so it accepts both ICE drivers for images and ROS drivers for images! :-)
2. It is multiplatform, it works as a desktop application on Windows, MacOS and Linux machines!
3. It accepts parameters in a configuration file, in YML. For instance to set up the video source.

This new release should be merged with existing JavaScript release (ICE based) in JdeRobot/src/tools/cameraviewjs directory. The user could launch it in two different ways:

1. As a desktop application
2. From a web browser
