Allow modifying Category/System weight/order

Currently the Category/Systems are ordered by a weight column only editable directly in the database.  Would be a nice to have if we could edit this weight on the Setup tab.  Normally you only do this once in a blue moon though so maybe low value.   If no weight sort defaults to alphabetical.
