Email Responsible Groups on Downgrade

If a component is downgraded responsible groups should be notified via email.   Perhaps run a check once a day to avoid multiple emails a day?   Or immediate notification at the cost of possibly many emails may be better.

Only do this is component is in "current run" set of beam destinations.
