[codex] Remove stale cms notify references

Summary

• remove stale cms_notify and notifyCms manager runtime references
• delete the unused legacy manager job form that still posted an unsupported notifyCms payload
• close the follow-up review findings by fixing the job.ts provenance comment and reconciling the completed todo narrative

Why

The manager app still carried dead CMS notification vocabulary even though the live workflow and jobs API no longer used it. Removing those traces makes the manager UI and type surface more truthful and leaves cms_sync as a future plan-only concept until a real implementation exists.

Testing

• pnpm --filter @forge/manager typecheck
• pnpm --filter @forge/manager lint
• pnpm --filter @forge/manager test
• commit hooks also ran staged-file eslint and prettier

Post-Deploy Monitoring & Validation

• No additional operational monitoring required: this PR removes unused manager code and updates documentation/todo artifacts without introducing a new runtime path.
