Improve working group module #497
Description
Improvement list:
- a leader could be terminated as a regular worker
- a leader can change its parameters (reward account, increase stake)
- a leader can leave his/her position
- remove leader worker id from the get_all_worker_ids()
- add stake refunding to the working group
