These two functions are used in [FiniteDiff.jl](https://github.com/JuliaDiff/FiniteDiff.jl/blob/master/ext/FiniteDiffBlockBandedMatricesExt.jl) and possibly soon in [SparseMatrixColorings.jl](https://github.com/gdalle/SparseMatrixColorings.jl/pull/132), but they are not part of the public API.
