This pull request sets the current inflation model to deflationary.
All deposits are now zero, meaning anyone with reserved funds can reclaim them by calling update_deposits in the respective pallets.
Additionally, the inflation pallet has been removed. The treasury no longer receives any funds. Finally, the burn rate is set to 100%, meaning all INGOs received from transactions or fees during creation are periodically burned.
