feat: add dev panel and documentation updates

Summary

• add the dev panel components, hook, types, and data wiring
• expand explainer and overhaul documentation, including mockups and OpenAPI updates
• remove the old educational tooltip assets and supporting components
• include the current .playwright-cli snapshot files that were present in the workspace

Testing

• not run (no test runner configured in this repo)
