Introduce Folderwatcher

Uses a combination of .NETs folder watcher and enumerate files. Shall work with folder trees in future incarnations. 

Presents a current list of files. (Events may be added later). Is created with a maximum acceptable latency (which defines the interval that enumerate files is run).

Enumerate files is used to prevent problems with folder watcher mentioned on stackoverflow.
