make swagger endpoint just be `/api`, not `/api-docs`

Feature description

seems unnecessarily confusing to have extra /api-docs endpoint. and the root /api shouldn't be an actual API call anyway.

also probably (at least on non-executables) should forward / to /api too for the swagger page
