Make "Dev Mode" obvious in the UI #125

support an envvar somehow that tags it as dev mode and then have a big red icon somewhere in the header in the UI so that people don't get confused. maybe also on the Swagger page?
Helpful if you have both a dev and prod instance deployed somewhere that are both accessible on the intranet
