Few minor tweaks

• Quotes around paths to make zsh happier since it aggressively will try to "help" autocomplete things
• Pull in base template to get new gitignore
• Symlink the .coveragerc to allow for VSCode test scanning to stop failing and actually work. Make it possible to run/debug test in VSCode after this change.
