Why do we need to repositories for the same dependency? Is this just to add some resiliency?

@labkey-tchad Every module that depends on SequenceAnalysis needs to be able to get all its dependencies. Previously this happened because we included scijava as one of the repositories for all modules (by way of the proxy through libs-release). We are planning to remove this proxy so need to add this repository in all the module build files that require this dependency. |

Rationale
We want to reduce the usage of Artifactory to a minimum, so we'll stop proxying for the gradle plugins repository and the scijava repository.
