Rationale
Generic message "The email address and password you entered did not match any accounts on file" is suboptimal when an invalid API key is used. We can do better. Related: https://www.labkey.org/home/Developer/issues/issues-details.view?issueId=50923
Also, mini refactor to make it easier to associate user-facing error messages with internal failure reasons
