Rationale
Some tests have known time zone issues. We should allow tests to opt out of time zone shifting rather than disabling time zone shifting for entire suites.
Disable time zone shifting for DataViewsTest (Issue 52268: Data Views Webpart behaves badly when the server is in a different time zone)
