MSVC v143 x86 SSE2 builds producing constexpr related ICE and excluded from CI and support

More of a statement rather than a bug - in case anyone encounters that particular problem, no matter how unlikely that is. The support for that particular build configuration is suspended indefinitely until a new compiler version is released in the future.
