Before it was easy to miss the "..." and not realize there were more things that could be done on the Manage Resources page. Change "..." to "More Resource Actions" for `en_us`

This PR improves the usability of the "More Resource Actions" dropdown in the admin resources management interface by replacing the ambiguous three-dots icon with descriptive text.
- Replace visually-hidden "More" text and three-dots icon with "More Resource Actions" text
- Add new translation string for "MoreResourceActions" in English localization
