Problem
In the Billing → Payments module, clicking "Print Selected Statement" with all search fields empty results in incorrect behavior instead of prompting the user.
Solution
Added proper backend validation to ensure at least one search filter is provided before executing the query.

Testing
Tested locally by attempting to print a selected statement with empty and non-empty search fields.
