I see it requires Ubuntu version 22 (Jammy) to build. Since it's a notebook, I'm not able to proceed.

If you have an older version of Ubuntu (e.g. 20.04) you can use this PPA

sudo add-apt-repository ppa:cnugteren/clblast
sudo apt update
sudo apt install libclblast-dev
