Release 0.14.0

So I'm going to try planning this release a bit more in advance. I've got a tentative date of 6-7th Feb on it.

I think now we've got new xdrlib and cool selection features (and other cool stuff in the works) we can call this another release. We also need to get the deprecations ready for the Topology rework (which will hopefully be the next release after this one).

If you implement something cool, add it to the blog post draft by PRing onto the correct branch.

If something is being actively done then add it to the Milestone so we don't release without it.

TODO:

• Freeze develop
• Macos tests
• PyPI upload
• Rebuild & upload docs

UPDATE: @orbeckst moved conda build #608 to the 0.14.1 mile stone.

Yeah I've not really found a neat way to do #599 yet (and not had time to find a difficult way)

I would rather go for a 0.14.0 soon without the deprecations and then do,say, a 0.14.1 with the deprecations.

And advantage if semantic versioning is that you can release often and it is always clear what's in the release. It's quite normal to do patch level releases for individual important bug fixes.

We can easily have a single patch level solely for the deprecations.

Ok this is happening at the weekend (20/21), with probably more deprecations happening in a 0.14.1 bugfix

About the conda builds. We have a new IT policy in my department and python packages will soon be managed with anaconda so I will spend some more time looking into it.
