Planning to merge this and corresponding PRs for the Programs and DFNs APIs, keeping them pointing at my forks for CI testing for now. After demo'ing to the group, will plan to add the necessary files to ecosystem repositories and switch the tests to point at them instead of my forks. |

rework the Models API (#134) as per plan in #264. since we are dogfooding this and nobody else is using it this is a pretty aggressive rewrite. the approach is described in the planning docs
