Proposal for static lineage support

As of PR #2495, static lineage events are collected, but not stored. Let's write a proposal outlining on how static lineage events will:

• be validated and stored in the lineage_events table
• change the core model logic; more specifically, the relationship between jobs, job versions, and runs
• how static lineage will be represented and queried via REST API
