js는 Hello world 예제를 참고하면 될 것 같습니다.
ts쪽은 잘 몰라서 typescript-express-tutorial을 참고해서 js로 만든것과 같은 형태로 만들었습니다.
development가 아니라 master에 pull request 되어서 수정했습니다.
