Do not display empty block/item fieldsets if there are no unobtainable blocks/items

Additionally if neither block and items are unobtainable display message that says that. I don't think any known version will be affected by this problem, but still.

I think I should do a JS code cleanup first, while having this issue in mind, as some stuff might need to be refactored.
