The button notifications level needs a tooltip #1924

The buttons for notifications "Muted/Default/Loud" show nothing when hovering a mouse over them.
I'm now used to the concept from PieFed and found those buttons when explicitly looking for them, but before I had used PieFed, they were just random buttons that said nothing to me. And were a bit "scary" to press, in case that I'd somehow do something that annoys other users on the magazine.
Describe the solution you'd like
Hovering the mouse cursor over the buttons should show a tooltip telling what the buttons do. Something like "Notifications level: Mute, Default or Loud."
