Update to the new geodiff version

Geodiff has a reworked CLI in the new version - we need to update the calls from db-sync.

[wonder-sk]

db-sync does not work with geodiff from the latest geodiff master branch right now - the last working commit should be
MerginMaps/geodiff@79acb92

Shortly we will be releasing a new version of geodiff (1.0) and updating db-sync to work with geodiff 1.0.
