Bump Yarn to v4 #4383
Description
There are two problems with the current Yarn version:
- The Yarn constraints file is difficult to maintain since it is written in Prolog. Upgrading to v4 will allow us to upgrade to JavaScript constraints.
- Besides, this repo is using an older version of Yarn than the module template is using, and it would be nice to align this repo.
