Explanation

This PR includes transaction type if it's 0x0 when normalising transactions

The [fix: legacy gas fee edit modal
PR](#7035 (comment))
introduced changes to the
[monorepo](MetaMask/core#1672) and wasn't
patched properly. This PR fixes that.
