OTA modal when we receive OTA updates

For the OTA update, a modal is needed to inform users of a new update to be completed. 

OTA will not be optional for users so the modal should not be able to be dismissed. The initial recommendation is to use the existing minimum version update view with the removal of the "X" in the upper right.
