Enable message passing between objects that live in different vats #29
Description
Following #28, we need to enable message passing and delegation between vats, mediated by the kernel. For example, you should be able to have two vats A and B that each delegate separate, endogenous capabilities to a third vat C, which then uses this to perform some work it would otherwise be unable to do.
