this PR adds support for application telemetry using OpenTelemetry traces, metrics and logs.
All runtimes record traces, metrics and logs and export them via OTLP to respective backends, Loki for logs, Jaeger for traces and Prometheus for metrics. Then, Grafana is used to collect all those signals.
Note that JAD does NOT provide a ready-made Grafana Dashboard.
