Update subscriptions/what-are-subscriptions.md: adjust metadata (title casing, remove the "What's on this page" section, and expand/clarify the introductory paragraph to explicitly mention the Visual Studio IDE and software downloads. Also streamline wording and capitalization for consistency (e.g., "Subscription" capitalized in places), refine the "product downloads" line, and update the final link text. These edits clarify content and align style and metadata.
