Caching at Theme Level

DO NOT CACHE (list of) THEME RESULTS!
Ideally:

• Each layer caches itself
• queries about which theme and which layers should show should be dynamic

Likely:

• we may have to cache query results at the Theme level
• When a layer is saved, each of its themes and each of its parents' themes must be cleared
• it would be good if they were immediately rebuilt

What we have:

• Theme results are cached
• When themes are saved, queries for those themes are not updated
• Themes are showing (or missing) from sites on which they belong.
• Workaround: After saving a theme, re-save one of the layers that belong to it.
