build all archs for released assets

I would like to request for building all archs to be included in the github assets
linux/amd64,linux/arm64,linux/s390x,linux/arm,linux/ppc64le

currently in minikube we do a manual step of building all archs and uploading to our own gcs buckets which takes a maintainers toll
kubernetes/minikube#20753

it would be amazing if cri-dockerd include those archs binaries as well so we can remove the manual process
