Project: update Python and dependencies

Since we remain committed to installing tinyRNA in an isolated conda environment, it doesn't make much sense to limit the Python version to 3.7. Python and dependencies should be updated to the latest (codependent) versions, assuming dependency changes do not require major modification of the codebase.
