Deletion privileges

With the addition of projects, entire projects can be deleted by admins, and this will erase all the data. Kind of a sledgehammer approach.

Administrators can delete OTUs through the Data menu. Trait values cannot be individually deleted, but deleting an OTU will cascade to delete associated trait values.
