Document NIEM XSD syntax features for each major release

NIEM XSD syntax can be updated with each major release due to NDR updates.  Additionally, some additive changes were made during 2.1.  Document these features and highlight the changes between releases.

Resources:

- The NIEM tools test suite already has wantlists for each release and code that will generate the corresponding subsets via the API.
