Update site for OASIS

Update the site for OASIS and migrate the repo to the niemopen GitHub account.

Changes will include:

- [ ] Replace "National Information Exchange Model" with NIEM
- [ ] Update the logo
- [ ] Update repo links to the new GitHub account
- [ ] Replace "release" with "version"
- [ ] Update niem.gov links
