[Developer Issue]: json for rulesets

@Bai-Li-NOAA showed me how you can have a .json file for rulesets and then I found out that you can both import and export .json files for rulesets so it might be advantageous to export the NOAA-FIMS/FIMS rulesets as a .json file and then save it here to use it in all respositories.

GitHub provides some boiler-plate .json files in ruleset-recipes.

Tasks

• decide on a list of rules that should be universal across all repos in NOAA-FIMS
• create the .json file and add it to this repository

I don't think that we want repos to use as strict of settings as what we have for NOAA-FIMS/FIMS but we could create some softer ones and place them here.
