MPI_A2Abackend of cuDecomp uses theMPI_Alltoallvvariant of the operation in all cases, including ones that could be handled by regularMPI_Alltoallcall. AsMPI_Alltoallvis more general, it is possible MPI implementations could be more performant when presentedMPI_Alltoall.This PR changes the
