[BUG] Nightly cuOpt packages are getting built without "a" in their wheel name

Describe the bug
The nightly wheels are built with following name

libcuopt_cu12-25.8.0-py3-none-manylinux_2_27_x86_64.manylinux_2_28_x86_64.whl

but it should be something like

libcuopt_cu12-25.8.0a[XXX]-py3-none-manylinux_2_27_x86_64.manylinux_2_28_x86_64.whl

I think this is because CI scripts here are missing a line to update the VERSION file(s) from the git tags.

Across RAPIDS, we do this with rapids-generate-version, like this:

(cudf/ci/build_wheel.sh)

That file's content is read into the package version:

cuopt/python/cuopt/pyproject.toml

But since CI here isn't currently overwriting it, you're getting the version checked into source control:

cuopt/VERSION

Look for uses of rapids-generate-version in e.g. cudf's CI scripts, and try to apply them in similar places here in cuopt.
