[FEA] Add automation to trigger add PICs to new issues to follow and trigger notifications for old issues and PRs.

Is your feature request related to a problem? Please describe.
Developers miss new issues since it will not be assigned and old PRs/ issues loose traction as time passes by. So it is better to ping PICs or add PICs so these will not get missed.

Describe the solution you'd like

• Add github actions and settings to trigger notification to PR or Issue owner in case the issue/PR hasn't been closed within 3 weeks.
• Add a pic to a new issue being created automatically so the issue is followed.

Anyone working full-time on cuopt should change their repo-watching settings to "All Activity"

And use the GitHub Notifications page instead of email notifications to manage notifications. Can even bookmark an "only show me issues and PRs from cuopt view: https://github.com/notifications?query=repo%3ANVIDIA%2Fcuopt

Few of the PICs have it, but some times we miss the emails and notifications, and assigning someone also gives the ownership for them follow-up on those issues.

But this would be also a nice way to tackle this issue, I will request team if they haven't enabled it.
