I had switched to using defaulted operator== and operator<=> for the c++20 upgrade, but actually that doesn't work with how the edge range actually works. It can only enuemrate edge ranges that are row-aligned, not edges ranges.
- moved is_unipartite out of edge_list as a member and into
graph_base as a type function
- tried to enable vector<tuple> to be used as an edge_list,
too many typedefs need to be changed -- turn into a longer
term aspiration.

The changes I made make the build pass and add the tests (which are failing)
