tns deploy does not verify if the project should be migrated #4982

Environment
Provide version numbers for the following components (information can be retrieved by running tns info in your project folder or by inspecting the package.json of the project):
- CLI: 6.0.3
- Cross-platform modules: 5.2
- Android Runtime: 5.2
- iOS Runtime: 5.2

Executing tns deploy on a 5.x.x project results into the following error - Cannot read property ‘useHotModuleReload’ of undefined
