Fix rdsdbcluster in case array params are not
provided in AWS response. Also reduce complexity
of handling the response.
This change addresses the need by:
Removing the parsing of the array parameters
Potential Side Effects:
This may change the formatting of the record where DB cluster
members, option groups or security groups are non-blank.
This will show up as a change on the next scan.
