The default gunicorn timeout is 30 seconds.
The proxy timeout value we were passing to nginx was 120 seconds.
This PR sets both to 1800 seconds which is far longer than should ever be required.
Note: ELB's enforce a default timeout of 60s. If you need more time, you'll need to edit the ELB in the console.
